Why havent they pulled the plug on the $400 Contractor license fee
Joe Reda introduced, and Chris Coons signed into law the contractor license fee. The county has spent more than $6,471,767.00 on creating and staffing this enterprise killing bill. There are now only 3600 (approximate) contractors paying the $400 license fee. This means that the county has lost at the very least $4.320,000 since implementing this bill. That's a %150 loss on investment. How long will this go on before they will raise your taxes again to cover their loses? If you get the chance ask them why?

Born in Milton Delaware May 19, 1958, I have lived in New Castle County since the age of 4. I became a registered Republican in the Bicentennial year of 1976.
I hold a State HVAC Masters license, #10 and a Delaware Realtors license.
I Joined the Refrigeration Service Engineers Society in 1986 and achieved Certificate Member Status as well as Nate Certification. I was the monthly Educational Meeting Director for 17 years. I also served as President and Treasurer of the First State Chapter.
In 1989, I opened Maintenance Management of Delaware, servicing New Castle County residents in their HVACR, Plumbing, and Appliance needs, serving thousands of customers for over 20 years.
I was the Plumbing Heating and Air Conditioning Inspector for the Town of Newport from 2000 to 2009, and am still available to them on an on call basis.
In 2002 I bought my first Laundromat and a second in 2008. I also own an apartment building.
I own three properties’ and lease two others in New Castle County.
I have a Vested Interest in this county.

Information You Need to Know Before Voting
The choice is simple, do you want to have higher taxes and fees then vote for "can’t say no Joe".
He has either introduced or voted for every fee or tax increase since being appointed to County Council.
The first time my opponent lied to me was when he introduced the contractor licensing fee of $400 for all contractors working in New Castle. That's $325 more than the state charges. Prior to this you only had to have a $75 state license to work in New Castle County.
I told him this will discourage people from trying to start a business and he told me that he was going to make changes to the bill so that it would be graduated in yearly increases so that If some kid out of high school wanted to start a grass cutting business they would not have to pay the full $400 the first year. The bill was introduced and passed with no graduating fees.
He introduced the instant ticket Law known as the Property Maintenance code that allows anybody to call in a complaint anonymously.
Anyone can file a complaint against any property in New Castle County weather or not it has any affect on them. They could be in another state and file a complaint against you and the county will send you a letter saying you have a violation that needs to be corrected.
They will not tell you what the violation was, only a list of the possible violations.
If you don't respond in writing after 10 days they will send a code enforcement officer out to your property to look for violations.
If the code enforcement officer finds a violation whether or not the violation that was called in, you'll get a ticket for $50.00 for each violation that they find.
You have to pay the county the $50.00 fine for each violation before you can get a hearing before the land-use department which wrote you the ticket.
There is no option to it go before a judge. If you don't pay the fine it goes up $50.00 per violation per day until it reaches $500. The county can then take a tax Lien against your property and foreclose on you.
It was also stated that this would be a complaint driven enforcement act. As soon as the law went into effect the county sent land-use code enforcement officers out to the Minquadale,Collins Park and Clifton Park neighborhoods and they did a blanket sweep of these neighborhoods and wrote hundreds of tickets using zoom lenses and trespassing on to people’s properties, in order to find violations. I can document this.
I testified before the land-use department hearing prior to the bill being voted on and warned them that this was a violation of the constitution. It is a direct violation of due process.
You cannot make someone pay a fine before they have had the opportunity to go before a judge and been found guilty. I warned them that this would cost the county lots of money if it was ever challenged.
The council voted for the bill and it passed.
There's now a case before the United States District court case number 10 CV 00082 SLR before Judge Robinson that could possibly cost the County over two million dollars if they lose that's not including the money that are spending on the lawyers to fight it.
Marshallton Delaware is an unincorporated area in New Castle County.
Time to go Joe promoted a county sponsored village overlay plan for Marshallton that would supposedly enhance the community.
After spending $25,000 on promoting this overlay plan it was found that the bylaws that would govern the Marshallton Village included a provision that would allow county council to appoint the committee members that would oversee any and all work done in Marshallton.
None of these committee members would have to be from Marshallton.
Over 500 residents of Marshallton signed a petition to stop the county from implementing this village overlay.
I guess you didn't hear that in the newspaper because it was not printed, even after I contacted Angie Boussiney the community reporter at the news journal, the night of the vote.
She now works for Chris Coons in a high paying job as his executive assistant. It must be nice to have the only news paper in town in your back pocket.
At the May 2009 Marshallton civic association meeting I asked Joe Reda if he had any plans to introduce any new legislation before the summer. He told our association he had no legislation to introduce.
The following Tuesday he introduced a bill that would require contractors to pay higher fees for permits and inspections.
I filed a complaint with the New Castle County Ethics Commission and they found him not guilty.
I guess lying to your constituents is ethical in New Castle County
